Minutes: September 19, 2019


The meeting was held at Silver Creek Saloon & Grill

In attendance: Wayne Wilhelm, Barb Maue, George Davis, Mike Dean, Jeff Toenjes, Jim Gallatin, Gina Fey, Kelley Rhines, Augie Werner, Diahann Gagen, Andy Glauber, and Emmett Ladd

Wayne Wilhelm called the meeting to order at 1:15 pm.

Barb Maue read the minutes from the August 18, 2019 meeting.

In the absence of Alice Laney, Wayne read the Treasurer’s Report. The balance as of August 31, 2019 is $2,127.15

Augie Werner reported on the assigning program. Both Althoff and Metro East Lutheran had changes in their match schedules on Tuesdays and Thursdays that were difficult for him to find replacements. He asked that a reminder be put on the website that if an official cannot make an assigned match, he/she should contact the assignor, not the school. In a situation like this, officials may find a replacement, but does that replacement fit the match? Augie tries to fit the official to the match, so both the schools and the officials have a well officiated match. He asked that even if you cannot make the match and find a replacement, that you work through him.

It was also suggested that the availability calendar be restored on the website for both Augie and the A.D.’s to use. If this is decided, SIVOA members MUST keep their availability up to date.

Jim Gallatin was our association representative to the IHSA Officials’ Conference in July. He reported on the delegate meeting he attended. The main topic was the medical timeout that officials must address at the pre-match/game meeting with coaches and captains. The 3 main questions that must be asked are: Do you have a trainer on site? (home team), Where is your AED located? (home team), In the event of an injury do you give the home team’s trainer the permission to treat your athlete? (visiting team).

Jim suggested that the members get training on using an AED. It was mentioned that using an AED is self-explanatory as the machine tells you exactly what to do. Jeff Toenjes and Diahann will check for possible trainers. It was asked if we should get CPR training. Since that would need a much longer training session, 3-4 hours, it was decided not to pursue that at this time.

In the past, the summer Officials’ Conference was held in Peoria IL; however, starting in 2020 the conference will be moved to Normal, IL.

The IHSA has increased the license fees this year due to the fact that the IHSA has hired an outside firm to do background checks on all licensed officials.


The topic of the SIVOA hosting a Level 1 clinic in January was discussed. Lisa Kowalski has offered Belle Valley School as a possible site. Barb will check to see if there is any interest in this by beginning officials.

If anyone knows a new official in volleyball, Wayne has an IHSA application. This is a one-time application in which the dues are waived. Contact Wayne if you are interested.

The next SIVOA meeting will be held on Oct. 13th at 1 pm. It will be held at Silver Creek Saloon.

Medical and roster issues were discussed. It was mentioned that if teams refuse to take off their warmups revealing their numbers, do not insist. If there are any roster issues once the match begins, it will be the responsibility of the head coach. Some coaches do not like handing in the roster at the pre-match conference. Augie suggested that you tell the coach to create separate rosters and line-up sheets. That way, the roster can stay at the scorer’s table.

The educational segment of the meeting included scorekeeping and libero tracking. Members went through a simulated game, marking the scoresheet and filling in a tracker’s sheet.
