Minutes: Oct. 14, 2018
The meeting was held at Ron’s Lounge in Lebanon
In attendance: Andy Glauber, Emmett Ladd, Barb Maue, Mike Dean, George Davis, Mike Cook, Wayne Wilhelm, Alicia Bolin, Jim Gallatin, Chuck Rathert, Diahann Gagen, Jeff Toenjes, and Gina Fey
Wayne Wilhelm called the meeting to order at 1:10 pm.
Barb Maue read the minutes from the Sept. 16th meeting.
In the absence of Alice Laney, Wayne Wilhelm read the Treasurer’s report. The balance as of Oct. 14th is $1,699.18.
Since Augie Werner could not attend this meeting, Wayne Wilhelm had contacted him for any additional information on assigning officials. Augie is still waiting for the volleyball schedules from schools that take part in the SIVOA assigning.
Jim Gallatin reported on the SIVOA website. The website has crashed two times this year, so his suggestion was that the association should consider a new web host. It is very important that the site be accessible, especially during the volleyball seasons. He will research new web hosts and make his suggestions. Barb asked if educational presentations and videos could be downloaded onto the site. Once the problems with the website are corrected, he will let us know.
Regional assignments are out, so members shared the locations of their regionals. Members who were not assigned a regional were encouraged to contact the schools hosting regionals and volunteer to act as line judges.
A question was asked as to if the R1 mimics any of the fault signals when the R2 initiates that fault. Since the R2 called the actual fault, the R1 should not mimic that signal.
The educational component was a “You Make the Call” activity. Situations were given to the officials who discussed these with a partner to decide on the correct call. The members then discussed each of these possible situations. Points that were stressed are:
If more than 1 volleyball is used during a match, they must match in color and manufacturer. If one of the balls has to be replaced, the color and manufacturer do not matter.
If the libero overhand sets a ball on or in front of the 10-ft. attack line, it doesn’t matter where the attacker is on the court. If he/she attacks the ball that is totally above the height of the net, it is an illegal backrow attack on the libero.
The sideline is part of the court; therefore, if a player is standing on, but not over a sideline as the ball is contacted for serve, it is legal.
If a backrow setter reaches over the net and saves a bad pass that is entirely on the opponents’ side of the net, it is considered reaching over the net on that setter.
Members who have been assigned regionals were reminded to read over the Terms & Conditions on the IHSA website.
Remember, that anyone, except for the coaches, who are on the court for pre-match warmups must be in proper attire, and electronic devices are not allowed. It was suggested that this be mentioned to remind the teams, at the pre-match conference during post-season.
The next meeting will be on Nov. 14th at 6 pm at Silver Creek Saloon and Grill. This is our last meeting of the year, so members are invited to gather for food and drink after the meeting.
